Lifecycle: Pending → Active → Succeeded → Queued → Executed. Parameter changes take about 8 days end to end (1 d delay, 5 d vote, 48 h timelock); upgrades about 15 days (1 d, 7 d, 7 d). Proposal ids are the uint256 hash of targets, values, calldatas and the description hash.
